Prime Minister Ratas: A digital society cannot be created without people’s trust

Tallinn, 14 September 2017 – A digital society and e-governance, alike those is Estonia, can only be created if there is trust between the people, state authorities and private enterprises, emphasised Prime Minister Jüri Ratas today when opening the cyber security conference “Digital Single Market, Common Digital Security”.
“Building trust has got very little to do with technical solutions, but has a great deal to do with our mindsets and culture. Changing this mindset is much more difficult and time consuming than creating technical solutions. This means a lot of everyday work in building openness and safeguarding privacy and transparency,” said Prime Minister Ratas.
According to the Prime Minister, governments can support the development and values of a digital society through actions in the judicial area. “The Digital Single Market cannot happen without sufficient cooperation between Member States on ensuring cyber security in Europe,” commented Ratas. “I am glad that yesterday the European Commission proposed a new Cyber Security Strategy of the European Union, which will pave the way for a stronger cyber security in Europe. We are ready to start working on those proposals as the Presidency.”
According to Ratas, in order to create a single digital market, it is necessary to cooperate in Europe to develop secure digital identities. Another activity that would significantly increase cyber security, according to Ratas, is the use of blockchain technology in digital services.
Today and tomorrow at the cyber security conference in Tallinn, European top-level specialists will be discussing how to protect people from cyber criminals in a more efficient way. The conference is organised by the Information System Authority of the Republic of Estonia (RIHA), along with the European Union Agency for Network and Information Security (ENISA) and the European Commission.
