The Easy Tile phone, a concept design by Tzu-Fu Wang, includes a shell that is customizable by rearranging tiny colorful tiles around an S60 phone. You could use your own pictures to create insta-puzzles, and like others have noted, an online photo service could partner up with the designer for a full service.
Here's another fun situation that could come up: As you spy on your friends, wait until they are concentrating on the re-tiling, then, call them repeatedly until they lose their cool, and their tiles. They will love it.
