High-Occupancy Toll (HOT) lanes, which allow single drivers to pay for the privilege normally given to carpools, have been around for nearly a decade. Now more than a dozen cities have plans to use them, a bold and controversial effort to ease nightmarish congestion. Meanwhile, Denver, Minneapolis and San Diego vary tolls according to traffic volume or time of day. Critics claim that HOT lanes are a perk to the wealthy; they do little to change driving habits that would fundamentally affect traffic flow.
