When it comes to combating climate change by limiting vehicle emissions, President Bush is full of hot air. The Prez will work with federal agencies to "study" what should be done about greenhouse gases and ensure that no new rules are passed on his watch.

After the Supreme Court ruled that the EPA should use its authority to regulate greenhouse gases, the "new" ideas that the President touted to address the issue were a regurgitation of earlier non-ideas: lip service to raising CAFE standards and requiring more ethanol to be used.

Detroit gets a free pass for the rest of the lame duck presidency. Meaningful changes to CAFE standards would force the automotive industry to implement available powertrain technology that conserves energy by using less gasoline. (So much for being a conservative.) Cellulosic ethanol is a good idea, but on its own it can do little to reduce overall greenhouse gas emissions.
