During a panel at GDC, Utsumi revealed that Mizuguchi's dislike of authority often frustrates him, but that they've achieved a checks and balances system that keeps the company cranking out musical masterpieces like Lumines and Every Extend Extra. Key to that success is apparently Utsumi's insistence that the company stay small:

When you play music, rock music does not have a conductor. You just play together. But... as you get bigger and bigger, you need a conductor to work together in a really coordinated way. I am sticking to the idea that we should rock.

I am sticking to the idea that putting* Every Extend Extra Extrem*e on XBLA is fantastically excellent, but not quite as excellent as putting Rez on XBLA would've been.
